The Yankton County Planning Commission held a long public hearing last night on the financing needed to help a large scale development at Napa Junction, northwest of Yankton. Dakota Plains of Parkston wants to build a large grain loading facility at the rail junction. The county wants the developer to pay for the needed road improvements around the site.

Planning and Zoning Director Pat Garrity says they are still trying to nail down the road improvement costs……….

Garrity says the road improvements, and who pays for them is critical………

County Commissioner Donna Frang, who is also on the Planning Commission was encouraged by the ongoing discussion…………

The Planning Commission could hold a special meeting if necessary before their normal May meeting if an agreement is reached. The County Commission will make the final decision on any financing plan.
