The Executive Board of the South Dakota legislature has approved a summer study of access and costs of mental health services.

Qualm says one of the committee goals should be some proposed legislation for the 2019 session…..

Qualm says there will be major changes for the legislature and state government next year.

The other summer committee will study rising costs of special education.
