Renewable Fuel Groups Oppose Change in Point of Obligation in the RFS

Several Iowa renewable fuel groups, along with petroleum marketers, want the EPA to reject the petition to change the point of obligation under the Renewable Fuels Standard. The petition would change the RFS obligated parties from large petroleum refiners to mainly fuel retailers. Quad County Corn Processors is the largest cellulosic ethanol producer under the RFS. CEO Delayne Johnson says the RFS has worked well under the present system for more than a decade.

He says if the point of obligation is changed it would not only negatively impact the renewable fuels industry, it would hurt consumers.

Iowa Biodiesel Board Executive Director Grant Kimberly says if the petition is approved it will make it tougher for the EPA to track and manage the RFS.

The public comment period on the proposed rule closes on February 22, 2017. After reviewing the public comments, the EPA will make the final decision.
