Nebraska Secretary of State John Gale backs a bill working its way through the legislature that would require voters to display a photo ID to cast a ballot.
Gale says the experiment has worked in other states. . .


Gale says the legislature must insure that anyone who doesn’t have a photo ID can get one for free…and factor in the cost of educating the public about the new requirement.

Gale also says it is time for Nebraska to revert back to the winner-take-all format for distributing its Electoral College votes.
Nebraska adopted proportional distribution in 1991. Gale says other states failed to follow. . .


Gale says the proportional format undermines Nebraska’s importance in the presidential Electoral College.
It has only come into play once. In 2008, President Barack Obama, a Democrat, won an electoral vote from the Second Congressional District even though he lost the state to Republican John McCain.
