A group of Yankton leaders is proposing an entertainment complex near the Missouri River that would require a change in the state constitution.

Rob Stephenson, board chairman of Yankton Area Progressive Growth, says it’s about quality of life, and attracting more people to the area…..

One of the center pieces would be a casino. Stephenson says that would be an economic driver for the area and the state…..

Stephenson says they would have to go to a statewide vote, similar to what happened for Deadwood…..

Stephenson says they will roll out the plan to the public tomorrow (Wednesday) at One Million Cups, which meets at 9am at Discovery Church in downtown Yankton.
