As Congress begins its work on a new farm bill Wisconsin Congressman Ron Kind continues to push for crop insurance reform and means testing. Kind says he is not opposed to crop insurance, but since the government is partially subsidizing the premiums he believes the program should be accountable to the U.S. taxpayer.

Kind says through the crop insurance program companies are essentially guaranteed a profit by the government, which is not fair when other businesses are not.

He also believes means testing is needed for farm programs and the crop insurance program.

Kind says there are ways to tighten up crop insurance and still help farmers.
