The Yankton City Commission at their Monday meeting agreed to allow some types of businesses to reopen under the emergency health ordinance that limited public gatherings.
Then on Tuesday, Governor Kristi Noem released her “Back to Normal” plan that gave local governments encouragement to allow more businesses to reopen.
The Yankton City Commission then held a special meeting to discuss what impact the Governors plan had on local restrictions.
This part of the debate opens with comments from Commissioner Bridget Benson..

The ordinance passed by the Yankton City Commission allows businesses to reopen as soon as they feel safe in doing so. City Manager Amy Leon and Mayor Nathan Johnson urged businesses and citizens to act responsibly to keep the rate of coronavirus transmission as low as possible. Health officials continue to tell us that the peak infection rate is still ahead of us, possibly near the Fourth of July.
