The Waterways Council is awaiting the administration’s full $1 trillion infrastructure plan, but the President could release some details Wednesday at events in Ohio and Kentucky. The President has suggested user fees from commercial businesses to raise funding, as well as private-public partnerships. Council Senior Vice President Deb Calhoun says they’re opposed to using river tolls or user lock fees to pay for infrastructure.
She says if that shipping was diverted off the inland waterways due to the river tolls or user fees, there would not be enough truck or rail capacity to handle it. Calhoun says its concerning the President’s budget calls for a user fee to double the amount going into the government’s trust fund.
Calhoun says there’s one Congressional proposal that may work to fund infrastructure that uses part of the dollars generated from hydroelectric plants.
The President is expected to highlight the importance of rural infrastructure investment while speaking today, including the inland waterway system.
