University of South Dakota Director of Athletics David Herbster is reorganizing his administration and promoting current staff members in the process.

David Williams has been promoted to deputy athletic director, Jon Schemmel to senior associate athletic director for development, Jamie Oyen to senior associate athletic director, and Jeanette Hubert to associate athletic director for business and finance.

Williams has served as senior associate athletic director for external relations since May of 2013. In addition to retaining external responsibilities, Williams will oversee the day-to-day operations of the department including management of the athletic facilities, budget and compliance. Williams will serve as sport administrator for football and men’s basketball.

Williams has more than 20 years of intercollegiate athletic experience including 12 as an athletics director. He has been the AD at Kentucky Wesleyan, Missouri Western State, and Wisconsin-Parkside.

Schemmel has been the associate AD for development for the last five years. He is responsible for much of the fundraising efforts associated with the $66 million sports performance enhancement complex. In addition, Schemmel serves as the liaison between the athletic department and USD Foundation.

Prior to joining the athletic department staff, Schemmel was the account executive for Coyote Sports Properties, the marketing arm of Learfield Sports for USD. Schemmel will serve as sport administrator for men’s and women’s golf.

Oyen has been the associate AD for compliance and senior woman administrator for the last three years. She oversees the department’s compliance program, academics, scholarships and life skills programming for 17 sports and 370 student-athletes. She also serves as an advisor for the Student Athlete Advisory Committee (SAAC).

Oyen will serve as sport administrator for women’s basketball, volleyball and tennis. She will continue in her role as SWA. Prior to joining USD, Oyen was the assistant AD and SWA at the University of Sioux Falls.

Hubert has been the assistant AD for administration for the last 12 years. She has also handled all business functions of the department in that time. In addition to overseeing the budget of the department, Hubert serves as the liaison for human resources and information technology. She will serve as sport administrator for softball and track and field.

Prior to USD, Hubert served as assistant vice president for Community First National Bank where she was responsible for originating real estate, consumer and commercial loans. She has served as treasurer and board member for the Vermillion Rotary Club and was also a board member and treasurer for the Vermillion Area Community Foundation.

James Bandy, who has served as senior associate AD for internal operations for the last four years, has taken a new position within the USD Office of Academic Affairs. A search for the position of senior associate AD for operations and facility management is currently underway.
