The Senate cleared a procedural hurdle on Thursday passing a cloture vote on Trade Promotion Authority by a margin of 65 to 33. South Dakota Senator John Thune says this was their second attempt at a vote this week to open debate, but it signals they’ll get the bill over the finish line.
The TPA legislation followed Senate passage of a customs bill that will crack down on unfair foreign-trade practices, toughed enforcement of trade rules and deal with currency manipulation. However, Thune says the TPA language stayed essentially intact from Tuesday failed vote.
He does anticipate there will be a lot of hard votes ahead on amendments to the TPA bill. It will also be a tough lift in the House to get 218 votes.
Thune says a strong vote in the Senate, however, should help give the House some momentum to pass the trade bill. That vote will likely come up after the Memorial Day recess.
