Title Bills Up for Debate in the SD Legislature

Title Bills Up for Debate in the SD Legislature

A group of legislators has written to South Dakota Attorney General Marty Jackley, asking him for an opinion on the use of so called “title bills” in the legislature. That is a bill that has a title, but no body. They are often used to move bills late in a session.
House Speaker Mark Mickelson of Sioux Falls says those legislators are working in the wrong direction….

Mickelson says some of those title bills will begin coming into committees this week…..

Mickelson says a change in the appropriations process has helped drop the number of title bills…..https://soundcloud.com/wnax-radio/mark-mickelson-222c

Tomorrow (Thursday) is crossover day, when bills have to clear their House of origin.
