A group of legislators has written to South Dakota Attorney General Marty Jackley, asking him for an opinion on the use of so called “title bills” in the legislature. That is a bill that has a title, but no body. They are often used to move bills late in a session.
House Speaker Mark Mickelson of Sioux Falls says those legislators are working in the wrong direction….
Mickelson says some of those title bills will begin coming into committees this week…..
