The Minnesota Rural Finance Authority is offering zero-interest loans to farmers impacted by the September flooding.  Spokesman Ryan Roles says the loans can help a farmer cover costs associated with replacing items lost or damaged  — and not covered by insurance

The loans are being offered in 23 Minnesota counties where Governor Mark Dayton declared a disaster.
