The South Dakota legislature this year made a big investment in housing development.
Dave Owen, President of the state Chamber of Commerce and Industry, says those dollars should circulate around the state….

Rules for use of the dollars are being written by the South Dakota Housing Development Authority.
Owen is making his post legislative trek around the state meeting with local chambers of commerce.
