President Obama is working to try and get Congressional support for making the renewable energy production tax credit both permanent and refundable.  South Dakota Wind Energy Executive Director Paul Bachman says that credit is critical for wind energy development.

Bachman says having the credit permanent and refundable would help provide certainty to wind energy project developers.

President Obama included the production tax credit in his fiscal 2014 budget he submitted to Congress a year ago.
