A bill promoting “intellectual diversity” on South Dakota university campuses is moving despite opposition from the Board of Regents, university presidents and student groups.

The bill would designate outdoor areas as public forums, prohibit officials from discriminating against student organizations and require reporting to the Governor, Regents and legislators.
