South Dakota Senator Mike Rounds is seeking support for an easement bill which he is co-sponsoring, saying the bill is needed in order to establish time limits on federal easements. Rounds says the federal government often creates permanent easements, and then they are not the best neighbor after obtaining the easement.
North Dakota Senators, John Hoeven and Kevin Cramer have joined Rounds with the fight against the federal government on permanent easements. Rounds says easements should have a specific timeline, and he points to the ten-year Conservation Reserve Program as an example.
Rounds says landowners should have the opportunity to purchase back land under easement. The South Dakota Senator says as of yet, his bill has not been assigned a committee.
