Senate Smokeouts Questioned

The Chairman of the South Dakota Senate Judiciary Committee is not happy that a couple of bills they killed were smoked out on the Senate floor and passed this session.
Senator Art Rusch of Vermillion says the bills were killed for a reason…

One bill was the trans gender restrictions in women’s sports and the other was the enhanced “stand your ground” bill.
Rusch says the committee gets much further into the details of the bills…

Rusch says Senators often don’t get all the information they need in short floor debate…

A bill can be smoked out when at least twelve Senators move to vote on the motion. A majority vote is then needed to bring the bill to the floor for debate.
