Senate Appropriations Process Bogging Down

South Dakota Senator Mike Rounds says the Senate appropriations process is getting in the way of passing budget bills. Unanimous approval is needed to start debating a bill on the floor.

Rounds says that rules should be changed so budget bills can move forward.

Rounds says some Democrats in the Senate were worried that if they approved military funding Republicans would block later appropriation bills. Rounds says that would be a bad idea.

Rounds says despite trust issues; the parties work together in the senate more than it would appear. Current rules make reaching agreement difficult.
