The special session of the South Dakota legislature started Monday with procedural rules, and a message from Governor Dennis Daugaard.
The Governor says the issue of flooded lakes over private land is not a new one…..

The Governor called legislators back to Pierre to debate a compromise bill that would allow lakes that have been closed, to reopen to fishing. He says it is focused in eastern parts of the state…..

Daugaard says the loss of sportsmen is hitting some small towns hard…..

The session is expected to wrap up later this afternoon.
