Congressional leaders announced agreement on a year-end spending and tax deal that would prevent a government shutdown and extend a series of tax breaks that benefit businesses and individuals.

Rounds says he wants to see the process changed for next year….
Both Houses of Congress are expected to pass the deal by the end of the week, and go home for the holidays.
