A bill that would better define a common carrier and the commodities they carry was debated in the South Dakota Senate Commerce and Energy Committee.
The bill was introduced in response to the threat of the use of eminent domain by companies looking to build pipelines to transport liquid carbon dioxide from ethanol plants.

Representative Karla Lems of Canton was also a prime sponsor….
Walt Wendlund, President of Ringneck Energy in Onida, told the committee if those pipelines are not built, the future of ethanol is threatened…..
After a long debate, the committee voted nine to zero to send the bill to the forty first day, effectively killing it.
