While many rural electric cooperatives in South Dakota have been able to hold rate increases stable over the last few years, some outside forces may change that.

He says new clean air rules proposed by the Environmental Protection Agency has them worried…..
Larson says the costs of those plants are still on the books….
Larson says paying those off while building new, renewable power sources could force rates much higher.
