SD Legislature’s Executive Board Takes on TIF Districts

The Executive Board of the South Dakota legislature met Monday to review a number of issues ahead of the 2018 session.
The committee discussed a memo from the Legislative Research Council on Tax Increment Financing, or TIF districts.
LRC Fiscal analyst Jeff Melhaff had an over view of the types of districts used now…..

The memo says that the use of TIF’s has “morphed” over the years, and legislators may want to make a comprehensive review.
E-Board Chair, and House Speaker Mark Mickelson of Sioux Falls says local governments, in some cases, are digging into each others tax revenues……
Mickelson says TIF’s have become political issues in some communities…..

The board asked Melhaff to do some revisions before they approve a final recommendation.
