SD Legislature Justified in Repealing IM22

One of the controversial issues the South Dakota legislature dealt with this year was the repeal of IM22. The ballot issue, which voters approved last November, would have reformed political fundraising, and set up an ethics commission.

Owen, a long time lobbyist, is on his post legislative tour of the state. He says a summer study committee to look at the initiative and referendum process is a good idea…..

Owen says voters don’t have an absolute right to pass any law…..

Supporters of IM22 are working with four possible ballot issues for the fall of 2018.
