South Dakota legislators worked late Thursday night to finalize the budget for next year.
One of the sticking points was on authority for spending federal dollars and was contained in HB1281.

The bill passed the House on a fifty two to sixteen vote.
Governor Kristi Noem has criticized the bill for expanding the role of the legislature and possibly forcing the expansion of state government to deal with the new rules and regulations.
