A bill that would have provided dollars for regional county jails hit a dead end in the South Dakota House Wednesday.

The bill would have set up a forty-million-dollar revolving loan fund for regional county jails with ten million dollars in grants.
House Majority Leader Will Mortenson of Pierre opposed the bill because of a matter of fairness….

The bill failed on a vote of fifteen to fifty-four.
