The South Dakota House State Affairs Committee passed a measure that would prevent most abortions after 22-weeks of pregnancy. it makes exceptions for cases involving a “serious health risk” to the mother.
Supporters says it recognizes the unborn baby’s ability to feel pain.

Representative Spence Hawley of Brookings says he does not believe in abortion but says the state should not be involved in this decision making process…
hawley was the lone ‘no’ vote as the measure passed 12-1. it now goes to the house floor and has already passed in the senate.
