The South Dakota Board of Regents will ask the legislature next year for a four-point two percent increase in their budget, totaling over nine million dollars. Much of that increase will go to a needs-based scholarship, along with increased pay for their employees. The Regents also said higher tuition could cost the universities their competitive edge.
