Daugaard says to reach the goal of increasing teacher pay, a tax increase will be necessary…..

The Governor suggested using forty million dollars from that tax increase for property tax relief
Daugaard told legislators that the time is right to make a strong statement of support for education……

The speech marks the start of the 2016 legislative session.
