A controversial bill passed by the 2017 legislature would offer protections to faith based adoption agencies.
Religious based adoption agencies did not want to be forced to offer adoptions to people they felt did not meet their criteria.
The bill passed the House on a vote of forty three to twenty.
Republican Representative Mike Stevens of Yankton voted no. He says it was the wrong bill at the wrong time…..

Stevens says he heard all the concerns about the bill…..

Stevens says he would like the state to wait on issues like this before jumping in…..

The bill passed the Senate on a twenty seven to eight vote, before being signed by the Governor.
