Even though demand for rail cars is down, and traffic from the oil patch in western North Dakota has slumped, elevators are reporting that grain car costs are rising. Some are seeing as much as a forty cent per bushel surcharge.

Thune says he will ask the Surface Transportation Board to monitor the situation.
