While the South Dakota legislature was able to use a lot of one-time money to fund some long needed projects, progress could be halted due to other actions taken by lawmakers.

Long time legislative observer and lobbyist Dave Owen says one bill stands out..

Owen, President of the State Chamber of Commerce and Industry, says the bill could cost the state conventions, NCAA tournaments and future businesses. Governor Kristi Noem has not yet acted on the bill.
