Joop Bollen made his initial court appearance in Aberdeen Friday, in connection with his role in the financial misconduct case related to EB-5 visas, and the South Dakota Regional Center.
Bollen surrendered Thursday on five counts of unauthorized disposal of personal property subject to security interest.

Jackley says, according to court documents, money was withdrawn twice from an account connected to the state’s EB-5 program….
Each count is a class six felony, with a penalty of two years in prison, and a four thousand dollar fine.
Bollen will have a preliminary hearing on May 13th.
