Capital outlay has traditionally been used to buy long term goods and services. The legislature has widened the scope of spending allowed under that label in the last few years.

Bietz says the committee has not come to any consensus on what if any changes should be made to capital outlay spending…

 

The committee was set up by Governor Dennis Daugaard in response to school funding shortfalls.
