The Yankton County Commission, at their meeting tomorrow, will vote on rezoning, and then allowing a conditional use permit for a new grain loading facility at Napa Junction. Dakota Plains of Parkston wants to build a unit train loading plant at the intersection of the BNSF and state rail lines northwest of Yankton.
