The Yankton County Commission is reviving the process that could lead to a railroad business park at Napa Junction. The commission last year had explored a tax increment district in an attempt to help Dakota Plains of Parkston build a loading facility at the junction. That company backed away, and later announced they would locate west of Tabor.

The commission voted to direct county planners to come up with a possible TIF plan.
