The top priority of the South Dakota Board of Regents in this legislative session hit a dead end in the House Thursday night.

The “Dakota Promise” scholarship program would have granted aid based on student need, not just on grades.

The bill initially called for one million dollars from the state to be matched by the universities. The state money was removed in an amendment.

Representative Scyller Borglum of Rapid City says it’s the type of partnership the state needs….

The bill was defeated on a vote of thirty four to thirty two.
