Backers of the proposed Port Yankton entertainment complex say they are taking the necessary steps to develop statewide support before placing a constitutional amendment on any statewide ballot.

To have an amendment placed on the November 2020 ballot, supporters of the project brought a proposed resolution to Pierre, but the legislature failed to adopt it. Now the only option currently available to be on the 2020 ballot would be to collect approximately 34,000 valid signatures through a petition gathering campaign.
Wenande says there will be statewide impacts from the project…

The earliest the issue could go before the voters would be November of 2022.
