To build a casino in Yankton, state voters would have to change the constitution. Backers of the plan will ask legislators to pass the bills needed to put it to a vote.

Stephenson says they have also reached out to Deadwood officials in an attempt to get their support. Deadwood has had legalized gambling since a similar effort in the 1980s.
