State Department officials say they will not move on the Keystone XL oil pipeline due to the legal wrangling over the route through Nebraska.

Domina, a Democrat runnning for US Senate, contends that a 2012 law violates the state constitution…and that only the Public Service Commission can authorize pipeline routes through Nebraska.
