USDA has released their proposed rule to limit farm payments made to non farmers. The proposal limits farm payments to individuals who may be designated as farm managers but not actively engaged in farm management. Center for Rural Affairs Traci Bruckner says the rule doesn’t go far enough and still provides way too many loopholes for larger operators to receive farm payments.
Bruckner says USDA also created more problems by leaving more than one rule in effect. She is encouraging their members and others to weigh on during the comment period on the rule.
