PARKER, S.D. – 64-year-old Jay Ostrem (Ah-strum) of Centerville has now been indicted on nine felony counts in the May 27 shooting deaths of three people in Centerville.
Ostrem was indicted Wednesday by a Turner County Grand Jury on three counts of First Degree Murder, three counts of Second Degree Murder, and three counts of Felony First Degree Murder While In the Commission of a Burglary.
The incident was reported near 10 p.m. May 27 and occurred on the 1000 block of Main Street in Centerville. Court documents revealed that one of the victims had called 911 at 9:44 p.m. and stated that their family member had been shot and killed by “a guy from across the street” and they had also been shot. They then stopped communicating with dispatch.
When a Game, Fish and Parks Conservation Officer arrived on the scene, they observed Ostrem leaving the residence from where the 911 call originated. Ostrem was eventually stopped and officers found a .380 handgun in his pants pocket and an AR-style rifle on the ground near him. Authorities then found three deceased victims with apparent gunshot wounds in the residence.
Those victims have been since identified as Paul Wyland Frankus age 26; Zachary Frankus age; and 35-year-old Timothy Richmond.
South Dakota’s Division of Criminal Investigation is leading the investigation. The South Dakota Attorney General’s Office is prosecuting the case.
Ostrem’s next court appearance is scheduled for 3 p.m., June 20 at the McCook County Courthouse in Salem. He remains held on a $1 million cash only bond in the Minnehaha County Jail.
