SPEARFISH, SD – The South Dakota Board of Regents announced Steve Elliott as the next president of Black Hills State University (BHSU). Currently the vice president of academic affairs at Wayne State College (WSC) in Wayne, Nebraska, Elliott will soon become the 12th president of the University.
Elliott has been an active Wayne State Campus community member since 2003 and has held various positions, including faculty member, department chair, and dean, before accepting a vice president role in 2016. Elliott holds a master of fine arts degree (the highest degree in that field) from the University of Maryland and served in the United States Marine Corps.
“The presidential search committee worked diligently to select the best from the best. Steve Elliott rose to the top and will be an excellent addition to Black Hills State University and the Spearfish community. He is well positioned to take BHSU to the next level,” said committee chairman Regent Jeff Partridge. “His leadership style appears efficient and effective, and his service to our country is a testament to his exceptional work ethic. The Board of Regents is happy to welcome Steve and his family to South Dakota.”
Elliott will begin his new role at BHSU on December 22, 2023.

Elliott is married with three children and has a history in fine arts. His large-scale sculptures and mixed-media works have been featured in 26 states nationwide. BHSU will host a welcome-to-campus celebration with details to be provided at a later date.
ABERDEEN, SD – Aberdeen police were dispatched to the 500 block of S State St. on Thursday afternoon in response to a man swinging a machete towards bystanders.
As authorities arrived, nearby businesses and a school were instructed to lock down.
The individual was located and, after refusing to surrender, was subdued by a bean bag shotgun.
Charged with Aggravated Assault and other offenses, he was taken to the hospital and will be transported to jail.
Multiple agencies, including the Aberdeen Police Department and the Brown County Sheriff’s Office, responded to the incident.
WINNER, SD – U.S. Highway 18 through the city of Winner is anticipated to be open to traffic by the end of the day on Friday, Nov. 17, 2023.
This completes the second phase of the reconstruction project for U.S. Highway 18 and S.D. Highway 44 in Winner.
Traffic configurations will be restored to normal lane usage. Upon reopening, the reduced construction speed limit will be removed and the original speed limits of 30 and 45 mph will be in effect.
Although local over-width detours will be removed and general over-width restrictions will be lifted, motorists are asked to stay alert for short-term lane closures to complete localized project work.
The application of the permanent striping, the installation of handrails on the newly constructed ADA ramps, along with a few miscellaneous clean-up items, will be completed in spring 2024.
Reede Construction of Aberdeen, SD is the prime contractor on this $20.9 million construction project. This project included a two-year contract due to the large project size.
The overall project completion date was scheduled for Nov. 17, 2023.
