The South Dakota Board of Regents and university presidents have been pushing for the last couple of years for a needs-based scholarship program.

Gestring says they want to bring it in front of legislators next year..

The Regents had asked for a million dollars from the state general fund to start the program earlier this year, with each campus raising matching dollars.
