Nebraska State Corrections Director Scott Frakes says an independent agency will conduct an agency wide culture study.

Frakes came to Nebraska from Washington and became aware early on that many Corrections employees worked under a culture of fear.

Frakes believes the study will reveal the real issues within the department and lay to rest those that aren’t.
