China is expected to appeal the most recent World Trade Organization ruling, which determined China was not filling their tariff rate quotas with the United States. National Association of Wheat Growers CEO Chandler Goule says they expect official word on the next step in the case from the U.S. Trade Representative’s Office in a few weeks. In the meantime, they’re declaring the last two rulings a victory.
He says even if China refutes the wins on the WTO cases are being used in the current U.S. China trade negotiations.
Goule says China did not buy any U.S. wheat in 2018. So, even if they imported a portion of the current tariff rate quota it would be huge for the U.S. wheat industry, especially in light of the lost market share to TPP.
Goule says China’s total TRQ is 10 million metric tons of U.S. grain products and they have not met that obligation since joining the WTO in 2001.
