National Biodiesel Board executives testified at an EPA field hearing in Michigan this week. Biodiesel Board’s Paul Winters says the agency is sending negative signal to the industry by proposing flat volumes and then rolling them back through small refinery waivers. He says they want an increase in those volumes for both 2020 and 2021.
He says NBB wants the EPA to set the 2020 volumes at 2.9 billion gallons and the 2021 volumes at 2.8 billion gallons.
Winters says the EPA is failing to set RFS biodiesel volumes with any certainty.
Winters says biodiesel producers are also concerned that not only is the EPA proposing smaller biodiesel volumes but also rolling them back by approving retroactive small refinery exemptions.
