Development at Napa Junction, northwest of Yankton, may have hit a roadblock of sorts. Matt Winsand, general manager of Dakota Plains, who is building a grain loader at the site, told the Yankton County Commission they are going to wait on some improvements…..

Winsand says they have missed out on a number of business opportunities….

Winsand says they do have one small company coming to the site. He says they will be transferring grease from packing plants in Sioux Falls and Sioux City to rail cars……

The South Dakota Department of Transportation is funding the road improvements to get truck traffic into and out of the site, and on to Highway 50.
