The National Association of Conservation Districts has filed comments on EPA’s proposed interpretive rule component of the Waters of the U.S. rule. NACD President Earl Garber says they have three main issues with the proposal. He says their main one is making sure NRCS is not placed in a compliance or regulatory role regarding exemption from permitting under the Clean Water Act.
Garber says their second priority is making sure normal farming and ranching activities are exempt from permitting.
Garber says their third and final priority is making sure producers are not required to notify regulatory agencies or NRCS when they self implement practices. The interpretive rule comment deadline is July 7 and the overall Waters of the U.S. comment deadline is October 20.
