Governor Mark Dayton is telling top Republicans at the Minnesota Legislature he wants to decide by Monday whether to call a special session to deal with rising health insurance premiums on the MNsure exchange. Dayton says to GOP lawmakers:…

Dayton proposed the state give a 25-percent health insurance premium reduction in 2017 to those who don’t qualify for federal tax credits. Republicans want premium reductions based on income, but Dayton says it would take more time to develop and it’s uncertain whether insurance companies could implement it.
